Roles and responsibilities

Staff in our inspection division, under the Deputy Chief Inspectors (Inspection), are responsible for carrying out inspections and reporting the evidence they find.

Legal inspectors are solicitors and barristers with backgrounds in prosecution, defence and private practice, who assess the quality of organisations’ prosecution decisions and legal processes.

Business management inspectors are experienced staff with skills in management, business planning, auditing, change management, governance and other areas, who assess the quality of organisations’ management and planning.

Staff in our business services division, under the Deputy Chief Inspector (Business Services), are responsible for facilitating our inspections and running our organisation.

Anthony Rogers, Deputy Chief Inspector (Inspection)

Anthony Rogers

Anthony Rogers was appointed by the Attorney General as HM Chief Inspector of the Crown Prosecution Service Inspectorate on an interim basis. His appointment commenced on 27 February 2024. A competition to appoint a permanent replacement is ongoing.

After an extensive Civil Service career, Anthony joined HMCPSI in 2003 as a business inspector, leading numerous CPS Area inspections, thematic inspections, and joint inspections. Anthony was a member of the inspectorate’s management board and from 2012 was Deputy Chief Inspector, before leaving HMCPSI in 2013. Anthony left the Civil Service in 2016, returning to HMCPSI in 2018 as Head of Inspection.

Anthony was Deputy Chief Inspector prior to being appointed to the role of Chief Inspector.

Anthony also has extensive experience outside the Civil Service as a management consultant and non-executive director

Lisa Morris, Deputy Chief Inspector (Inspection)

Lisa Morris 

Lisa qualified as a solicitor in 1998 and was employed as a lawyer in the serious casework department of a specialist criminal defence firm in the South East until 2003. Lisa also managed branch offices for the firm and was a duty solicitor.

Between 2003 and 2020 Lisa was employed as a lawyer by the Crown Prosecution Service undertaking a number of management and leadership roles throughout that period including as Area Business Manager and leading across magistrates’ and Crown Court units across the East Midlands region.

Lisa also sat as an Assistant Coroner in Nottinghamshire from 2017 to 2020.

Lisa joined HMCPSI in 2020 as a senior legal inspector and has developed and led the Area inspection programme. In February 2022 she was appointed as acting Deputy Chief Inspector (Inspection). In February 2023 Lisa was promoted to Deputy Chief Inspector (Inspection) on a permanent basis, working alongside Anthony Rogers to deliver our inspection programme.

Nicola Saunders, Deputy Chief Inspector (Business Services)

Nicola Saunders

Nicola Saunders has been a civil servant for more than 30 years. She has spent most of her career in criminal justice system organisations, including 21 years at CPS Headquarters, where she held a range of roles, and eight years as Head of Business Support for the Attorney General’s Office.

Nicola has held board level positions since 2009. Her most recent roles have been change related, with a focus on performance improvement, staff engagement and compliance. She joined HMCPSI in 2017.

Nicola’s experience also encompasses finance, procurement, contract management, human resources, security, records management, data protection and governance.
